Ops Alert 008-21: Annual Training /Active Duty Training (AT/ADT) Basic Allowance for Housing Guidance https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Updates/2021/SOP%20CHANGE%20SUMMARY-FEBRUARY-2021 Upon completion of the last of a series of successive Annual Training/Active Duty Training (AT/ADT) orders, and with verified supporting documentation, TSC Norfolk Reserve Services Branch (RSB) and OCONUS PSDs will approve standard Basic Allowance For Housing/Overseas Housing Allowance (BAH/OHA, also known as “Type I BAH”) payments for individual orders of 30 days or less if they can be demonstrated to be in succession with other fund approved AT/ADT orders where the cumulative duration is 31 days or more. The linked policy clarification from Office of the Assistant Secretary of Defense (OASD) (M&RA) notes that active duty orders in succession may meet the cumulative 31-day requirement for standard BAH/OHA provided there is no break in service between the orders. However, successive orders are not visible to TSC Norfolk (RSB) and OCONUS PSDs when processing individual AT/ADT orders. Therefore, the following Standard Operating Procedure (SOP) has been agreed to by Navy Pay & Personnel Support Center (NPPSC) for the distribution of standard BAH/OHA for an order in succession that by itself is less than 30 days in duration. Activity Commands and NRAs are responsible for requesting BAH/OHA adjustments for members whose orders or modification(s) result in a duty period of 31 or more consecutive days. Requests are submitted at the conclusion of member’s orders through TOPS/Salesforce to the respective branches/PSDs. Required Key Supporting Documents (KSDs) are: A. When TSC Norfolk Reserve Services Branch (AT/ADT Department) is the processor: 1. NPPSC Annual Training/Active Duty Training (AT/ADT) Checklist (NPPSC 1571/1) 2. Ops Alert 007-21 Procedure Update: PMK-EE Requirements for New E3 Accessions New E3 accession Sailors who have recently graduated from “A” School and are time-in-rate (TIR) eligible for advancement to E4 must complete the Professional Military Knowledge Eligibility Exam (PMK-EE) as a mandatory E4 advancement requirement for Active Duty/ Full-Time Support (AD/FTS) prior to 1 February for the Spring cycle and 1 August for the Fall cycle; Selected Reserve (SELRES) prior to 1 January for the Spring cycle and 1 July for the Fall cycle. This Ops Alert: Strongly recommends Learning Centers and commands include PMK-EE completion requirements in their INDOC briefs to cover all exam pay grades. Permits these E4 candidates to compete for advancement only if the PMK-EE E4 is completed no later than the last day of the regularly scheduled advancement exam month. Questions regarding completion of the PMK-EE requirement should be forwarded to NXAG_N132C@navy.mil. Remains in effect until PMK-EE completion requirement solution is implemented. E3 Sailors who go directly from Boot Camp to an “A” School sometimes arrive at their first fleet command after the deadline for completing the PMK-EE. Some of these Sailors are unaware of the requirement to complete PMK-EE in order to compete in the current advancement cycle. This issue is being addressed, but in the interim, these Sailors are waived from PMK-EE completion deadline and are permitted to compete in the E4 advancement cycle only if the PMK-EE E4 is completed no later than the last day of the regularly scheduled advancement exam month. This waiver applies for new E3 accession Sailors who recently reported from “A” School and who have not completed the PMK-EE prior to the deadlines stated in NAVADMIN 201/20. ESOs will be required to include in the EAW comment section that the candidate is an E3 “A” school graduate and to provide a PMK-EE completion date. What This Means To You: ESOs may override EAW to make E3 “A” School graduates “Eligible” for advancement as long as PMK-EE is completed no later than the last day of the regularly scheduled advancement exam month (AD/FTS – March or September; SELRES – February or August). To submit an EAW Post-exam Administrative Comment (PAC) for PMK-EE discrepancy corrections, ESOs are to verify the Sailor’s PMK-EE completion date and score in Fleet Training Management and Planning System (FLTMPS) and attach a CO’s letter in EAW PAC with the PMK-EE completion date and score. Learning Centers and commands need to include PMK-EE completion requirements and waiver information in command INDOC briefs. Ops Alert 006-21 Timely Submission of Separation/Retirement Transactions (three links regarding SBP election, DD 2656, submission procedures to DFAS, which supplement recent updates to the Retirement SOP) Separation transactions are to be initiated and actionable not later than 60 days before a member is scheduled to depart the command on leave/PTDY. Failure to do so will result in “Signature Unattainable” on the DD-214 and will possibly lead to delays in retirement pay. In order for separation activities to meet Navy standard timelines, as well as DFAS processing timelines, documents must be submitted 60 days prior to the start of a members terminal leave, permissive TDY, or separation/retirement date, whichever date comes first. If a DD-214 is not finalized within 14 days of member’s departure from the command on terminal leave and/or PTDY, TSC/PSD personnel will be authorized to finalize member’s DD-214 by marking it “Signature Unattainable.” Signature Unattainable does not negatively impact the Service Member and does not invalidate the document in any way. What This Means To You: CPPAs – Ensure TOPS Transaction naming convention are followed, so the TSC/PSD is fully aware of the transaction and timeliness Separation/Retirement transactions are to be initiated and actionable not later than 60 days before a member is scheduled to depart the command on leave/PTDY. Ensure all Key Supporting Documents (KSDs) are submitted IAW all policies and procedures set forth in SOPs, NAVADMINs, and instructions. In a related issue, DFAS has new submission procedures for the SBP election, DD 2656, which also needs to be submitted to DFAS 60 days prior to approved Fleet Reserve/Retirement Date or full deductions will start automatically. Do NOT fax DD 2656 to DFAS. PPIB 21-10 Family Separation Allowance https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Updates/2021/SOP%20CHANGE%20SUMMARY-FEBRUARY-2021 Ref (a) MEMO/ASN M&RA/25FEB21// Ref (a) is a Memorandum from the Office of the Assistant Secretary of the Navy (M&RA) implementing the modification to eligibility requirements for Family Separation Allowance (FSA) per Section 615 of the William M. (Mac) Thornberry National Defense Authorization Act (NDAA) effective January 01, 2021. Family Separation Allowance. In accordance with Ref (a) and effective as of the date of enactment of the NDAA for FY21 (January 1, 2021), a member of the uniformed service with dependents who is under orders to remain aboard a ship while at homeport and whose duty onboard the ship is for a continuous period of more than 30 days (including any period in homeport) shall be eligible for FSA. When a member is under orders to remain on board a ship while at homeport, the days on the ship while at homeport will count towards the more than 30 continuous days of duty requirement, except when required to remain on board for disciplinary reasons. 2. PPIB 21-08 BAH Entitlement For Officer Promotions And Enlisted Conversions DFAS Cleveland has notified the field of BAH-D erroneously stopping in January and February 2021 due to the processing of conversions of enlisted members to commissioned officer or warrant officer. The FID 35 in the FUT entry of the MMPA is erroneously changing to reflect a dependent child is over 21 years of age. Therefore DJMS-AC system is stopping BAH on the date reflected in the FUT entry. Once the FUT entry is dropped and posted to the MMPA, the FUT entry will be systematically remove from the FUT file. BAH-DEPENDENT is also stopping if a promotion has been processed and posted to MMPA. Once the FUT entry is dropped and posted to the MMPA, the FUT entry will be systematically remove from the FUT file. BAH-SINGLE is also stopping if a conversion is processed via an E603 transaction to post a conversion of an enlisted member to a commissioned officer. BAH-DIFF is also stopping if a promotion is processed and posted to MMPA. These issues were reported to DFAS-Analysis and Design (A&D) for research and corrective action. DFAS will advise once the fix and corrective action has been processed. Field Action. Until further notice field commands are advised to use DMO to process FIDs 3501/3601 transactions for any BAH entitlements that were erroneously stopped or FIDs 3504/3604 transactions to change the FID 35/36 with the same data posted to the MMPA, in order to bypass DJMS-AC system validations and to prevent the stoppage of the BAH entitlement. Existing Requirements of FSA. Except as modified by Ref (a) all other existing requirements for entitlement to FSA remain in effect. 3. PPIB 21-07 Navy Mutual Aid Allotments The Navy Mutual Aid Association has advised DFAS that members are submitting allotment action requests to start a new allotment or requests to stop or change the amount of an existing allotment directly to Navy Mutual Aid Association for action. This is causing members’ policies to lapse or have delayed payments posting to their accounts. Requested Action. Navy members who wish to start, stop, or change their Navy Mutual Aid allotments (M allotments) to the Navy Mutual Aid Association should perform these functions either via the MyPay website, or submit appropriate allotment action requests to their supporting Personnel Support Detachment (PSDs) or Personnel Office for commands not supported by a PSD. All members who have policies with Navy Mutual Aid are advised to not submit allotment action requests to Navy Mutual Aid for any action against effecting their pay accounts. This advised action will preclude lapsed policies and coverage. G. NAVADMINs NAVADMIN 035/21 2021 Meritorious Advancement Program Season One Ref (a) NAVADMIN 005/20, 2020 Meritorious Advancement Program Season One And Season Two. This NAVADMIN replaces reference (a) and announces the policy and guidance for Calendar Year (CY) 2021 Season One Meritorious Advancement Program (MAP) for Active and Full-Time Support Sailors. Due to the successful implementation of the MAP automation in Navy Standard Integrated Personnel System (NSIPS) and positive Fleet feedback, the time allocated for commands to approve MAP candidates during CY21 MAP Season One will remain 45 days, beginning on 01 March through 15 April 2021. 3.
